Summary:
The executive committee of Ruska Matka held a meeting on 9 August in Ruski Kerestur, with an agenda dominated by the preparations for the National Council. The committee prepared a suggested model for the formation of the National Council, which was forwarded to the Ministry of National and Ethnic Minorities and the Regional Secretariat for Regulations, Administration and National Minorities.

The committee suggested an Electoral Assembly of no less than 45 members to carry out the elections to the National Council. Among the membership of the Assembly would be 15 representatives of municipalities where Rusyns live, 14 representatives of Rusyn cultural and social organizations, and no less than 16 citizens of Rusyn nationality from anywhere within Serbia or Montenegro.

Ruska Matka suggested that the collection of signatures for candidacy to the Electoral Assembly end by 10 September, and that elections for representatives of social organizations and municipalities be held by 10 October. Full elections for the Rusyn (or Rusyn-Ukrainian) National Council would then be held before the end of October of this year.
